FNB offers a service called Send Money. The recipient does not need to have a 
bank account, but does require a cell phone number. Money sent in this way can 
be drawn at an ATM without a card. If a card is not inserted into the ATM then 
there is a prompt for a cell phone number at some point. I would guess that the 
card reader had been tampered with and did not recognize that a card had been 
inserted. The software could not have been tampered with. If you normally use a 
card at an ATM then you would not normally see the request for a cell number.

I'm intrigued by the cell phone part of this story. I never seen a ATM
ask for a cell phone number??
Was the ATM tampered with or was the guy just skimming the card and
trying to get her PIN code?
