I agree completely with Rosemary and James. 

10 years ago I moved into 41 Station Road opposite the Station Road kids park. 
At the time no kids ever came there. Vagrants lived in the park, the grass was 
overgrown, and everywhere there was broken glass from hurled liquor bottles, 
condoms, I even saw hypodermic needles lying there on occasion.  Most Friday 
afternoons would be disturbed by the sounds of vagrants swearing and fighting 
with each other. 

Then the park was enclosed and locked and access was open to everyone who was 
prepared to get a key. 

Now the park is filled with kids, nannies and parents every day. It's a 
wonderful sight and sound, the laughter and screams of kids at play. 

If we leave the park permanently unlocked the vagrants will simply move back 
and the kids will go. Broken glass and needles and condoms.  What a horrible 
outcome.
