Hi Jane, 1. Did the neighbour admit that she did the damage or did she maintain that your wall jumped in front of her. If you are comprehensively insured your insurers will insist that you report it to SAPS and possible ask for their conformation (routine) before entertaining your claim. This is to secure their rights on recovery which you ceded to them.
2. If you ask the SAPS to open a case they should do so in my humble opinion. There is a concerning number of cases where SAPS seems to have a different opinion of their own whether due to paper work or whatever. But Saps Management ask us to report matters and to open cases thus they should know about irregularities. 3. Concerning driving with a learners licence without fully licensed driver seems an illegal act. Perhaps you should have insisted also that they open a case 4. Did you take the name of the Saps officers which came to see you? Your option is to make a statement to the Woodstock CPF as I understand it this is how we are supposed to support our local SAPS Sorry it all sound dreadfully wrong that we have to do all the jumping around but that's how the cookie crumbles.
