I'm with Frank on this one - an accident report definitely needs to be filled in and especially if you are making an insurance claim.
The police are just once again showing that they are lazy or incompetent or likely both. Did you perhaps get the officers name? You say she crashed your garden wall - was this from the public road or from within her property. If you are not on a public road then you do not need a license.
