Dear Sandra Thank you for your request.We are aware of the homeless scratching in bins and messing in doing so. We do have patrols and the usual homeless people from Observatory knows they will be stopped. Our challenge is the homeless that comes from outside. I will speak to the OPS to be more vigilant. We want to ask the community not to encourage the homeless by dumping valuables in the bins.
