Our staff can only ask the car guards to move out of the area. If these car guards refuse to move, we are not allowed to remove them with force. Our staff will then forward a complaint to the local SAPS. Any public member or security member who is not an peace officer cannot arrest or move an illegal car guard against his/her will. Our staff then monitor the area and wait on back up from SAPS.When SAPS arrive on the scene, they normally only warn the car guards. It is the responsibility of the SAPS to effect an arrest . It would be helpful if we had an Obs sub-sector CPF where these issues could be raised.
