There was a period of some rough handling of vagrants and strollers by the previous security service provider when the OBSID commenced in Obs but was discontinued at the onset of the current service provider as was explained earlier. This may not quite suite Obs per se but another solution must be found from within Obs.
Brain Storm sessions required, i.e Jurassic Park concepts or ...... Adopt a stroller by an Obs business giving 'that' person a chance of casual employment according to a strict protocol of growing him via tasks to be done to earn his right of being supported by Obs, nurturing him/her through Obsid or Municipal arranged social upliftment programs, canvass to modify the old Pepsi Cola Bottling premise in the Main Road to provide activities, amenities, crafts, trade or skills to these persons (A Biscuit Mill experience/upgrade). Should these persons not choose or co-operate to upgrade themselves and to stop loitering and abusing the area as previously described, Kenneth files a report to the City and Metro Police to fine the perpetrator per Metro by-laws etc, etc and we harrass the non-compliant, not visa versa It is my view that I do not want to be harassed by persons for 10 cents or loose change when I cross the pavement with my grand children or wife etc, and want to see the fabric of Observatory in its true beauty and not marred by other peoples irresponsibility or hopelessness when I pass by the Village Green, whom for me, I look at with pride and much good memories of yesteryear's beauty which are no longer there.
