Is the complainant living in Observatory or just a visitor ?

Subject: [obsnw] Woodstock SAPS: Housebreaker Arrested in Donne Street
- 9.30am Tuesday 31 March 2015
A suspect, Junaid Solomons, photo attached, was just reported and
arrested by Constable Mark Berry for housebreaking in Donne Street
this morning at around 9.30 on Tuesday 31 March 2015. Unfortunately,
the complainant who stays at the Lodge, did not want to open a case.
In situations like these, very often happening in Observatory per se
and over the years, the perpetrators, thief, muggers, snatchers,
vishing through windows agents, drug dealers, car breakers, loiterers,
noise makers whether by clubs, residents or rogues, *all goes
scott-free after their criminal acts were performed*. SAPS or Metro -
cannot hold these persons found in the act of their doing, and are
compelled to release them on the spot. More than often, these agents
of crime will continue their acts of crime elsewhere or again on the
same spot a short while after. Unless suspects like these are arrested
by SAPS after a charge made by the victim or complainant, all other
crimes linked to them *will remain unresolved* and just recorded in
crime statistics but not in accounts of arrests. In so doing,
Observatory will continue to suffer under crime with no end in sight.
*Please Report Crime - Please be Willing to Lay a Charge - Please be
Willing to Go the Second Mile for our rights as residents or business
owners, students or child to love and live in a crime reduced life in
Observatory!* /Please note, a victim or complainant may open a case
against a suspect or concerning an incident at any time after a crime
was performed, but sooner the better!/
*Fortunately*, Constable Berry also found drugs and a dangerous weapon
on the housebreaker, thus locked him up for that only.
James
