As James was saying its precisely because of people not laying charges and following through that these criminals are still on the street doing what they do. Also by reporting crimes then the police can build up statistics and they use this to deploy resources - so if crime is under reported less resources will be deployed. Thats my understanding of the situation. More likley is that laying a charge will be/seem a waste of the citizens time when dealing with a demoralized and ineffcient police station.If you only need a case number for insurance then you can sepcify you do not need an investigation and they will not waste any time on it . I can perfectly understand not wanting to go and spend an hour becasue some guy attempted to break into your house. You've lost nothing, no insurance claim so you don't need that case number. But perhaps its would be for the greater good of the community. So if you want to report a crime or attempted crime do it, its not wasting the polices time at all.
