I appreciate I have broached this topic before but I am hoping for some constructive advice/ideas.
I put my refuse in *clear* little bags and then in a black refuse bag. The black bag gets stolen and even my clear bags are ripped open leaving a ghastly mess both on the pavement and in the bin. (Recycle 1st collects from me every Wednesday so there is nothing worthwhile in my bin). Much as I sympathise with those who eke out a living scratching in bins, I find the current behaviour unacceptable.
