I don't interfere anymore when these poor people go through our bin. I also don't consider taking my black bags of rubbish as stealing? ! I do go out and tell them they have to clean up and not make a mess. And they always stick to their word. It's a sad situation as is so I can't fight this. Talk to the "dumpster diggers" . You'll be amazed they listen if you talk to them with respect. Just try talking to them. They haven't got it easy either.
