Yes, the release notes for this one specifically state it includes *no* 
packages

If you want *all* packages, you should - now - choose the octave 3.0.1 
for windows installer (msvc version). It includes a fairily complete set 
of forge-packages.

The Octave/mingw32 installer I uploaded does not yet have all packages, 
only the ones I listed above.
