there may be a bug, since some changes have been made in that area since
I last tested it, I can't verify this.
The way it is suppose to work, is if the require inventory is set to no,
you should not get a backorder email, from my understanding.
if the require inventory is set to yes and the inventory is non
existent, zero or below set levels, then a back order email is generated.
