Andrew Lih just made me aware of this conversation this evening and I would love to participate.
I went to northern Canada for work last month and took ~120 photos in remote parts of the country (see snippets of the photos here: https://ca.wikimedia.org/wiki/Grants/Requests/2025/Photos_in_NWT_Gwich%27in_Settlement_Area#Gallery). The lack of offline functionality for Commons app and similar Toolforge tool (WikiShootMe; https://wikishootme.toolforge.org) was a major barrier to this type of activity because they require constant communication with the server. When I was in the middle of the wilderness and with no data, I can't use either to identify which river and island needs a photo for Wikidata. I know Wiki Loves Monuments have the ability to download a list for offline use, but it wasn't effective in my situation.
