I didn't want to go down the shell replacement option either, though I had thought of this for the "App Launcher" part - there are some fish-hooks in making this robust.
 
I was hoping that there was a potted solution for win9x security by now (apart from having an NT box on the network also and no escape key at login).

 Has anyone got experience of a SIMPLE utility or solution that either disables everything - or replaces the standard desktop with a non-configurable program launcher.

You can load your own shell instead of explorer by changing shell= in SYSTEM.INI, this will load whatever you specify, obviously at this point a Delphi program that lists those two application would do it..
