HI all agian.
WELL !! I found the source of the problems on my server.
It was infact the HTML Server Admin side of IIS NOT releasing !
I stoped it from running all togeither, and have not had a problem
since...go figure !!

LocalIB uses shared memory to communicate between the client and server
