Looking around for how to avoid the Win98 checks during my re-install saga I
found some interesting stuff such as to avoid the check when installing - 
(just rename win.com).  This page went a little further:

(Note - have not tried the above as I have product ID number anyway but it
is interesting).

Not being a hacker type, it has been an eye-opener to see pages like: 
        http://sephiroth0.virtualave.net/serial1/w.html

I would have to say that if you are distributing an application that is
protected only by a product key number, then you are effectively relying on
the honesty (or naivety) of the users.
