Is there any reliable (and preferably free) drive partition utilities to 
shrink an existing partition moving files if needed?

The Vista Administrative Tools offers to shrink the volume, but only to 3/4 
its existing size even though its only half full, and has been defragged.

Reason - this is my current plan:

I have one partition, all drive C, and half is free, and could offload some 
data and shrink the existing partition to about 1/4 the exising size, create 
a new partition - Drive D for my Data, and another partition Drive E on 
which I could load
Windows 7 64 bit and have a dual boot, which would access the same Data 
volume as Drive D.

Unless the new Windows 7 boot parition has to be after the existing Vista 
one, in which case I just make it Boot-1 (Vista),  Boot-2 (Windows 7), Data 
in that order.

(For ,my PC the Windows 7 upgrade advisor suggests 64 bit has a slightly 
better match with hardware than 32 bit - ie fewer issues as all devices seem 
to have drivers - but I have to do a custom install like above)

I saw others refer to having to fiddle to get D2007 debugger working on 
Windows 7 64 bit - what was the issue?

Incidentally I also have an unused Vista Ultimate licence if anyone is 
interested, not sure if anyone wants these any more!  (this is a different 
licence to the Vista Home premium I am currently using)
