It may be defragged, but all the files may not have been moved to the start of the disk, which could be a reason why it won't shrink any further currently. A defragger like UltimateDefrag may provide control over that. I don't know if this is your issue or not (it's not something I've had to do before), but it may be something to consider. The Vista Administrative Tools offers to shrink the volume, but only to 3/4 its existing size even though its only half full, and has been defragged. Reason - this is my current plan: I have one partition, all drive C, and half is free, and could offload some data and shrink the existing partition to about 1/4 the exising size, create a new partition - Drive D for my Data, and another partition Drive E on which I could load Windows 7 64 bit and have a dual boot, which would access the same Data volume as Drive D. Unless the new Windows 7 boot parition has to be after the existing Vista one, in which case I just make it Boot-1 (Vista), Boot-2 (Windows 7), Data in that order.
