It may be defragged, but all the files may not have been moved to the start of the disk, which could be a reason why it won't shrink any further currently.
A defragger like UltimateDefrag may provide control over that. I don't know if this is your issue or not (it's not something I've had to do before), but it may be something to consider. Reason - this is my current plan: I have one partition, all drive C, and half is free, and could offload some data and shrink the existing partition to about 1/4 the exising size, create a new partition - Drive D for my Data, and another partition Drive E on which I could load Windows 7 64 bit and have a dual boot, which would access the same Data volume as Drive D. Unless the new Windows 7 boot parition has to be after the existing Vista one, in which case I just make it Boot-1 (Vista), Boot-2 (Windows 7), Data in that order.
