Today, unless I create an account on OS.o and subscribe to a mailing list,
I can not send messages to the community, nor can I commit to the hg 
repository...
In this case, I am simply a J Random Public person, with no involvement at all
with OS.o.

In effect, that level is defacto - and includes anyone who has not taken any 
steps
to involve themselves with OS.o.  They exist, trust me :-)

If J Random gets involved by creating an account on OS.o so they can post, then
they are now a Contributer.  Duh.

I think we are more in agreement than it seems.
