Shouldn't there be some sort of deadline for each candidate to give
the Secretary an answer?  Or should each of them be asked privately
(in parallel) and their answers collected, then the highest-ranked
accepting candidate be installed on 31 Jan or once it's known who that
will be, if sooner?  What you have here doesn't seem guaranteed to
terminate.
