I had posted an idea the other day regarding setting up a sandbox/misc
community, where there is a minimal barrier to entry as regards to setting
up a project mailing list. (This is mostly for projects that do not fall
neatly within the scope of an existing CG.)

This would also be useful as a temporary holding pen when the appropriate
group has fallen into a defunct status. (It seems that resurrecting the dead
may be harder than starting a new community).

The idea is if the project takes flight, it could be promoted to a
community, or if not a community moved to an appropriate group when a formal
proposal is ready.
