So have you, in fact, appointed anyone with acknowledged content expertise into a suitable role on either of the groups you have created? I may be missing some documented decisions here but it seems to me that the decision-making process you are leading here is quick to seize control from those you disagree with and slow to accommodate them in your chosen structures.
