These cases usually come down to a judgement call on what constitutes
"unreasonable behaviour", and that is notoriously difficult to legislate
for. However in these cases, warnings had been given and had been
ignored. We therefore felt that a ban was the appropriate response. As
I've said, I sincerely hope it's an action we will not have to repeat.
