This is _not_ my definition, but rather an observation somebody posted on RPG.NET.

It may make interesting debate fodder.  The author claims that since "Use" is redefined by the contract to mean "distribute OGC", and since PI excludes OGC, "you agree not to Use PI" has a novel interpretation... See below.

Anyway, my point is, "You agree not to Use any
Product Identity" is lawyer talk for, "This is not a license for Product Identity."

Use has a specific definition. It means to Use (copy, create derivative works etc) Open Gaming Concent.

Open Gaming Content specifically excludes Product Identity.

The appearance of PI in OGC does not constitute a challenge to that PI (that's in the license).

"You agree not to Use any Product Identity" means:

You (you the licensee) agree not to Use (use, Distribute, copy, edit, format, modify, translate and otherwise create Derivative Material of Open Game Content) any Product Identity ("which specifically excludes the Open Game Content").
