1) I do believe it is possible to release a binary as OGL. 2) I have already done this. I have two executables and a dll that are OGL on my website, Monster 3.1, Faster Tools, and d20random.dll (part of the Faster Tools install). http://yoyodyne.virtualave.net
3) Faster Tools was released on 11/30/02. I anounced its release on EN World and here. Also since some people were adding the 'human readable' stuff to the OGL requirement I also sent an email to WOTC. WOTC never asked me to remove my programs.
