a)You can't copyright a system or a mechanism, just specific wording. So
if I reqrite your D20 Psionics rules in my own words, there's little you
can do about it under the law. 

b)There's no law saying "There can be only one" mecha or psi or supers
or flaming-kitten-juggling rule set for D20. Nor should there be.
"X-Files" style psi rules and "Akira" style psi-rules are going to be
hard to fit on the same scale. Likewise "Battletech"-style mecha work
very differently from "Transformers" style mecha. It's been my
experience that the advantage of a very generic system is that it does
everything passably, while the advantage of a focused system is that it
does one thing very well. (Assuming a high quality of rules writing in
both) Thus, while "Generic D20 Psi" might have a lot of fans, there will
always be a subset that wants a psionic system better tailored to their
specific needs.
