You are forgetting that one or two companies can modify D20 rules
for Akira style psi and X-files style psi and another other style 
psi that has any fans.  They designate their work closed then call
you an ass and threaten you with lawsuits if you want to do
anything in that domain.

I may be wrong but I was under the impression that the OGF was
suppose to foster open participation, not sell off WotC's castoffs 
to first movers.
