Yes; of course.  The OGL creates a "safe harbor".  Inside the OGL, there is
a clear understanding of what can and cannot be done with material that is
designated by the creator of that material as "open".  Thus, within the OGL,
a business can function with a firm understanding of the legal rules at
work.  Outside the OGL, it's the wild west; with no assurance whatsoever
that something which was deemed impossible yesterday won't be common fact
today.

This reduction of risk due to uncertainty is very valuable, to both
publishers and consumers - it comprises the market force that will (if the
concept is successful) push people towards the OGL and Open Gaming.
