The d20 STL allows you to create new Classes, Feats, Skills, and Equipment.
You can come up with a new rate of progression for Feat and Stat
improvement, and you can print a new XP chart so long as you don't explain
how it works. The only rules you can't print are the ones that specifically
describe the fact that experience makes you go up in levels, and how the
level advancement process is handled.
