According to Ryan, yes, yes, yes, yes.  Chapter 11 hasn't made it to the
draft stage as yet, however, so this might not be the case.  If it is
though, Mr. Dancy will have a _lot_ to explain, having said it will be in
the final D20SRD

No, yes.  And there is some rather specific way to say that.   This is for
D20STL products only.  If _not_ a D20STL product, you can have you own,
and if I understand correctly you can _not_ say "see D&D PHB"

Yes, Chapters 3 & 4 are in the draft D20SRD.
