For it to be "Open", I, as a non-member of your "31337 G4m3rZ d00dZ"[1]
list, have to be able to change it.  Your rules are "you may submit your
chages to no less than 3 groups of people, and if we like it, it will be
changed".  This is open how?  Sorry, not quite sure you and I have the
same meaning of "open".  "Any body can submit a request for a change" is
not the same as "Any body may change", at least not in my book.
