Essentially, you want to allow people to ...
1) Change, but they can't distribute those changes, or...
2) Distribute, but can't make changes what you are distributing.

The only way I could see that you could have these restrictions, and
still have it be considered "Open" is to create a logo, and a license
called the DTL (Dunandralis Trademark License) or something like that
which basically says...
"If you wish to use the Dundandralis logo in a work, follow these
limitations.
1) You may make any changes to any work with the Dunandralis logo, but
you may not make the changes public, unless you submit them to the
Dunandralis list for approval.
2) You may take any work with the Dunandralis logo and distribute it,
but you may not make any changes."
At this point you make a blanket statement, and advertise that the
"Dunandralis community only recognizes works that complies with the DTL
as official, and all other works will be ignored".
This is much like the d20stl, where for anything to use the name of the
setting and that logo, you need to follow the license. You're not
required to, and if you choose not to, your work will not be considered
official.
Also, this would allow others to use the material for Dunandralis for
their own use, change, modify and distribute it under just the OGL.
They couldn't claim the work was for Dunandralis, but they could use it
in say their own setting, or an adventure, or whatnot.
I'd consider this to be open, and still allow you to keep the level of
quality for Dunandralis material.
