a set of open gaming rules, but I'd like to be able to
say "For use with D&D'" or "For use with d20" when I
publish these rules.

Only two known ways to get away with this:

1. Arrange a license with Wizards.

2. Comply with the D20 System Trademark License.

Number 1 is the only one actually available right now. Number 2 is
unavailable except for some special exemptions granted for folks who had an
NDA for D20 with Wizards and wanted to get material out for GenCon.
