You can't.  The best you can do is comply with the d20 STL, which allows
certain limited references to the 3e PHB and D&D, but in a very specific
way.  The logo implies compatibility.  If you don't comply with the d20 STL,
but your work is released under the OGL, then you can't mention d20 or D&D
at all (except for the copyright notice, which is expressly prohibited from
being used for marketing purposes).
