I don't want to get off on a tangent about this, as it may not really be on
topic, but let me just make this brief point:

There is no 'safe harbour' in the Dominion Rules Licence, at least not as
far as rule modifications and additions go. There are special provisions for
retaining rights over DR-compatible campaign settings, but that's it.
