I'll add a little to what Alec mentioned about the
Creature Collection.
Remember, this was the first major work under the
d20/OGL (aside from the short adventures by Green
Ronin and Atlas). So our approach was conservative.
And the whole PI thing was not fleshed out yet. You
notice we took a more liberal approcah with Relics and
Rituals.
Its one thing to talk about strategies on a list like
this saying "how it should be done" and quite another
to be the actual first company to release a major work
under/in accordance with the licenses. That
uncertainty led to conservativism that will, as the
license is more finalized and used, most likely
disappear and lead to the full openness everyone hopes
for.
