I don't think it's important whether the players or the DM is running the "bad guys". The issue at hand is whether the subject matter is approriate for a game. I don't agree with the line of thought that says -- it's only a game/make-believe so anything is OK (anyone for a game of High School Massacre or maybe Pedophile - The RPG). I think you can also criticize one particular game without condemming the entire hobby. For the record, I see nothing wrong with the subject matter of this proposed game.
