As per section 9, you can use ANY authorized version of the OGL: 9. Updating the License: Wizards or its designated Agents may publish updated versions of this License. You may use any authorized version of this License to copy, modify and distribute any Open Game Content originally distributed under any version of this License. Which inlcudes the current version. So if WotC issues a new version of the OGL, you can use the new version, or the current version. As for the d20/STL. They can change it, and you must use the new license. There are however mechanisms in place to give you 90days, and there is some "grandfathering" allowed for products that have already been distributed.
