Bear in mind that if you release something under version X of the OGL, and someone else rereleases it under version Y of the OGL, you are not the person being bound to version Y. The person rereleasing it is..
You can still continue to release your own material under whatever version you want.. Now, for taking their material they released under Y and backstepping it to X..
