You mean, the part where it says I can't publish a picture of Superman, 
Mickey Mouse, or Spiderman, even if I drew the picture myself (i.e, it 
isn't a scan or a copy of an existing piece of art)? That seems to be the 
issue here -- character copyright.

You publish a licensed Zorro RPG. That license, I'm guessing, includes not 
only the name 'Zorro', but rights to the 'distinctive likeness' of the 
character(s).
