Since WotC/Hasbro is a company that makes money off of intellectual property, they would probably have selective hearing for this sort of thing, based on the dollar value of the offer. So really its more likely a question of "How much is it worth to you?" rather than "Why won't they do it?" In the case of my own business, we often license various technologies from our clients around the world. Sometimes we get queries like "I want to license XX. Can I do it on a royalty basis with nothing up front?" We do these less and less -- unless there is a fair sum up front.
