Good point. Here I'm clearly talking about "common" dragons, but my understanding is that copyright law would protect the unique expression that WoTC *added* to the common definition of a dragon. Meaning the specific text used to describe a dragon, the specific artwork (as in you can't make a reproduction to use in your book), statblocks, etc. If they reimagined the dragon in the same way they reimagined the hobgoblin then the delta represented between their version and the common version should be protected.
