Those are some interesting questions. OGC must be identified where ever it appears. Depending on the method of identification, you need to tell the reader what that method of identification is. Usually it is simpler to provide a short (or long... depends on how complex you want to be) description of that declaration in one spot, rather than have the reader search the product for the complete method of declaration. You could do it, but you'd end up having alot of "This Content is released as OGC" statements throughout the work.
