So since the example I gave (http://mwtools.thyle.net/d_gen.html) is in no
way a game and in no way evaluates success or failure, under one reading of
the D20 Usage Guide (perhaps not the strictest, the example I gave would be
compliant?

were to find a way to create computer programs and/or games, that WotC would
change the d20 STL/Guide to prohibit them.  This is because they've already
sold the rights for computer products utilizing the DnD brand to other
companies.

Or do you think that it's WoTC's intention (based on the quote above) to
limit anything even remotely similar to something like Master Tools?  And as
such the example (especially if the person were attempting to make money)
would, if not strictly illegal under the current wording, certainly be
illegal once WoTC got around to changing the wording?

The OGL how'ever is technically "medium" blind, and it is theoretically
possible to do computer programs with the OGL -- so long as you can find a
way of complying with it's terms.
