OK, perhaps I wasn't clear -- and example would help. When you role up your stats, you roll 3d6 -- essentially generate a random number between 3 and 18. No matter what number is generated, you have not "technically" succeeded or failed -- yet, the player rolling up the character will generally feel that they have failed if they roll a 3, and will generally feel that they have succeeded by rolling an 18. Yes there is no "success or failure" here, not by standard definitions, but there are perceived shades of success or failure. For example, clearly 18 is a success, and 15-17 would probably also be considered successes -- but what about a 11 or 12? These is where things get ugly. Because, generally the act of rolls dice (generating a random number) is not considered a "game" -- yet there are plenty of "dice games" out there.
