I strongly doubt anyone involved is afraid of competition. Rather, the main 
fear is fanboys and war3zd00ds signing up just to get phat l3wt. This isn't 
a public beta, it's a SERVICE that WOTC is offering to help make things 
easier for D20 publishers -- and, of course, to ensure that D20 modern is 
well supported right out of the gate, which is of benefit to them. No one, 
least of all WOTC, has claimed that the Open Gaming project is an act of 
charity.

In short, the goal of releasing the D20 modern rules early is to try to get 
D20 Modern products on the shelves shortly after release. If an individual 
isn't going to be instrumental in doing that, there is no reason to have 
them on the list.

As a side note -- with the exception of WOTC and one or two others, there 
are no "big boys" in this business. Everyone's a little fish, and there is 
so much cross-hiring and changing of companies that cunning schemes to 
Oppress The Little Guy Who Is Going To Change The Industry With His 
Brilliant Innovations are futile at best.
