Why is it that you should? WotC isnt handing stuff out to anyone. They are handing it out to people that will help them support the system on its release. It takes a long time to get up and running. If they want something supported on release handing it out to people who arent up an running doesnt help them. This isnt charity. I think they want to avoid everyone and their dog putting up a site, claiming to be a publisher and demanding advance copies of the rules.
