It really depends. If you are willing to distribute only the source code for the program, and released the entire text of the source code as OGC -- then Yes, you could. But if you want to distribute compiled binaries, or do not wish to distribute the source code then things get a lot more complicated. WotCs current stance is, "If you have to ask, then we are going to say that it probably violates the license." They are unlikely to tell you why, and they are unlikely to give you a firm "yes" or "no." The reason for the standard answer is that: a. They don't have time to review everyones projects b. For legal reasons they would not want to provide a legal opionion on complience. c.
